Presumably you will be tired and want to sleep. But if you feel like some exercise after that long flight, you could stroll down to Cooper Park, which is only ten minutes away ? you can see it from the window.

科长职务之小不言而喻,但其职责之重、地位之要也是显而易见的。因此,当好小科长必须有大胸襟,不能因小失大。我结合自己当秘书科长的工作实践,谈几点体会。
一、低调为人、谨慎处事是前提
要做事先做人,做好人才能做好事。作为秘书科的领导者,要把“文、事、会”等事情办好,首先必须具备良好的品德修养,在做人做事上砥砺公道正派的道德品质、求真务实的工作作风和甘于奉献的思想境界。具体说来,要做到以下几个方面。
一是要找准定位,办事到位不越位。秘书科长要摆正自己的位置,清楚自己的角色。多一步是越位,少一步是缺位,偏一步是错位。要把握好工作分寸,不过、不错、不缺。首先,要处理好参谋与决策的关系。要自觉站在领导的角度和高度,围绕部门的中心工作,深入调查研究,全面收集信息,积极查找问题,出主意、想办法、当高参。不做“应声虫”,不放“马后炮”,有新观点、新思路、新措施,能参在点子上,谋在关键处,提在需要时,力求达到“好雨知时节,当春乃发生;随风潜入夜,润物细无声”的“春雨”境界。其次,要处理好做事和处事的关系。秘书科长是党组决策的具体执行者,对一些具体问题要积极做好工作,果断处理,不要将大小责任都往上推,但对领导已研究决定的事情或是重要和敏感问题,则不能随意改变。如在执行过程中发现领导的决定确有问题需要更改,也要及时反馈由领导本人决定,若非授权,不可替代。再次,要处理好协调和协商的关系。秘书科长和业务科长是同级关系,但因工作原因,有些问题往往需要秘书科长牵头协调处理。这时候就需要秘书科长充分发挥枢纽和桥梁作用,外求支持配合,内求团结协作,沟通情况,交流看法,传达政令,解决问题,同时注意做好协商工作,重视对方的意见,以达成共识,协同推进工作的开展。
二是要务求实效,做事求成不求名。作为秘书科长,在单位里有一定的威信。要建立起秘书科长的威信,除了具备一定的学识、才干外,还要有个人的人格魅力。首先,个人品行要端正。凡事以大局为重,不玩弄权术,不搞小动作;工作中要注意突出领导班子和部门的作用,多做幕后的事情、台下的工作,不抢镜头,不出风头。其次,工作作风要扎实。办事讲实效,工作讲效率,不好大喜功,不夸夸其谈,要有为机关服务的思想,放下架子,淡化等级观念,强化服务意识。具体工作事务要认真安排,甚至要亲力亲为做好每一项工作。再次,面对荣誉要谦让。秘书科长内外协调,迎来送往,必须热情大方,性格开朗,具有较好的交际能力,但在成绩荣誉面前却要保持低调,因为秘书科的工作大多是协助性工作,虽然干了很多事,但说起成绩来,却很难说是秘书科的。因此,秘书科长一定要有甘当无名英雄的思想和胸怀,这样才能心平气和,兢兢业业地做好本职工作。
三是要默默奉献,干事吃苦不叫苦。服务就意味着奉献,没有奉献精神就搞不好服务。秘书科工作最大的规律就是“无规律”、“不由自主”,一年到头都忙忙碌碌,加班加点连轴转,既辛苦又清苦,不显山、不露水。身为秘书科长应正确认识自己的工作和价值,正确处理苦与乐、得与失、局部与全局、家庭与事业、个人与集体的关系,甘当不为名利的“小草”、乐于奉献的“蜜蜂”、恪尽职守的“螺丝钉”。任何时候都招之即来,来之能战。对可预知的工作,早作准备;对临时交办的工作,快速反应,抓紧布置办理;对有时限要求的任务,千方百计按时完成;对没有明确时限的任务,也要尽快落实。
二、悉心筹谋、尽心办事是基础
机关工作无小事。在繁杂的工作任务面前,秘书科长必须保持良好的心态,以正确的处事观落实好各项工作,认真履行服务职责。
一是不以事小而不为。事务本身有大小之分、主次之别。秘书科长面对大量繁杂的事务,立足于抓大事、学会抓大事、善于抓大事是明智的,但小事不抓,日积月累,就会酿成大事,贻误工作。特别是对那些看似小事但抓不好就可能影响工作、影响团结、影响领导情绪的,更不能听之任之。这也是秘书科工作无小事的内涵之所在。对秘书科长来说,不管大事小事,不存在该不该抓的问题,只有抓的角度、力度的区别。
二是不以事杂而乱为。秘书科工作头绪很多,任务琐碎繁杂。秘书科长要清楚哪个该为,哪个不该为,做到一清二楚,不能乱为。不乱为,就要知重知轻,避免重要工作没抓住,次要工作用过了劲,使过了头。不乱为,就要知上知下。吃透了上情,办事才有方向、有主心骨,摸透了下情,办事才有的放矢。不乱为,就要知书知礼。知书,就是要多学习,提高理论水平,通晓方方面面的知识,办事得心应手。知礼,是指工作方法多、讲艺术。不仅办了事,还能使大家心悦诚服,各方面都满意。不乱为,就要知规知矩。没有规矩不成方圆。秘书科是规矩之科。秘书科长更应成为讲规矩的楷模,不管事情再多再杂,采用什么方法解决,都不能忘了办事的规矩。
三是不以事急而盲为。秘书科固定式、程序化的工作多,但意料外、突发性的事情也会随时出现。秘书科长往往是急事和突发性事件的第一知情者,负责事件处置的第一道工序。在这种情况下,秘书科长必须政治敏感、头脑冷静。要泰然处之,切忌慌了手脚。不管事情多么突然、多么紧急,首先要冷静地分析,根据上级要求和平时掌握的情况,及时召集有关部门商讨对策,并依法依规提出解决方案,呈送领导。要沉着应付,切忌慌了神、乱了手脚。其次要边请示边按领导要求协调相关力量、组织相关力量进行处置。再次要有主见,切忌唯唯诺诺。面对急事或突发性事件,不能退缩,要大胆地往前站,做到胸有主见,既不乱表态、乱许愿,又不唯唯诺诺、态度暧昧,避免在解决一种问题时埋下另一种隐患。
四是不以事难而怕为。在处置事务的过程中,不乏一些超出预见、超出职责、难以料理的事情。对这些事,是上推下卸绕着走,还是主动出击、迎难而上,不仅反映秘书科长的工作水平,更主要的是检验秘书科长的职责感和工作态度。一个称职的秘书科长,必须坚持不怕揽矛盾,不怕受委屈,不怕得罪人,不怕找麻烦。
三、科学管理、团结共事是关键
秘书科的工作很多是被动性、临时性的,很多工作仅靠个人的长袖善舞是难以完成的,只有科里全体同仁心往一处想、劲往一处使,才能干好事、干成事,才能实现“1+l>2”的整体效应。因此,培养团队观念和协助精神,对于秘书科长能否充分地履职尽责至关重要。
一要健全相关规章制度,突出规范管理。在制度的制定中,坚持运用“热炉法则”的四个惩处原则:首先是热炉火红,不用手去摸也知道是热的,是会灼伤人的——替告性原则;其次是每当人碰到热炉时,肯定会被火灼伤——现实性原则;再次是当你碰到热炉时,立即就被灼伤——及时性原则;最后是不管谁碰到火炉,都会被灼伤——公平性原则。要建立一种奖罚分明的机制,既不能让“会哭的孩子多吃奶”,更不能形成或陷入“干的不如不干的,不干的不如捣蛋的”怪圈。 二要科学制定工作标准,实行分类管理。对于科室的管理,不仅需要健全的规章制度,还应制定相应的工作标准和规范的运作机制,实施分类管理。日常工作要突出一个“严”字,对外接待要突出一个“细”字,综合文字材料写作要突出一个“精”字,文秘机要工作要突出一个“准”字,后勤服务要突出一个“高”字,从而带动整个机关工作上新水平、新台阶,不断提升服务工作的质量和水平。
三要营造和谐融洽环境,强化人文管理。除了科学规范的规章制度和运行机制外,科室管理中也不能少了人情味。要坚持以人为本,尽力解决大家日常生活中的实际困难,使同志们真正感觉到组织和领导的关怀,从而激发工作的积极性。要把创造良好的工作环境视为重要的工作内容来抓,用良好的环境去影响人、改造人、约束人,营造一种勤奋学习、积极向上、努力开拓、团结协作、乐于奉献的良好环境。要注重培养每位科室工作人员的团队意识,正确处理分工与协作的关系,做到同心不分心,建功不争功,补台不拆台,尽力不惜力,理解不误解,倍加珍视同事的友谊,倍加珍爱集体的团结,倍加珍惜共事的机缘。
