根据省教育系统关工委《关于20xx年主题教育的通知》和相关部署，经研究，决定在全市中小学组织以“做个守法小公民”和“牢记历史，珍爱和平”为主题的演讲比赛。现将有关事项通知如下：
一.演讲内容以“做个守法小公民”和“牢记历史，珍爱和平”为主题。“做个守法小公民”演讲着重联系自身实际，畅谈法律的价值和意义，围绕如何树立法律意识，如何用法律武器保护自己，如何在日常生活中做守法小公民;“牢记历史，珍爱和平”演讲以纪念抗日战争胜利70周年为主题，结合自己的理想与追求、发展与规划，围绕如何牢记历史，把xxx精神尤其是xxx英雄自强不息精神传承下去;围绕珍爱和平，在实现中华民族伟大复兴的中国梦的进程中实现自身价值。通过演讲抒发自己爱学习，爱劳动，爱祖国的真实情感。
三.比赛分两场进行，每场一个主题。每个主题均设小学组和中学组，各县(市、区)可派选手参赛(名额分配见附件。市直学校选手产生办法另订)。中学组的选手可以是初级中学、高级中学或职业高中(三年级以下)。各组选手均可以是应届毕业生。
四.每场比赛按照前半场小学组、后半场中学组顺序进行。各组选手出场顺序在赛前一次性分别抽定。演讲时均须脱稿，不配音乐、布景(含PPT)。
五.总决赛评分采取10分制，具体标准：
1、紧扣主题，内容充实，立意新颖，文字优美(5分)
2、表述清楚，语言流畅，声情并茂(2分)
3、声音洪亮，普通话标准流利(2分)
4、服装整洁，仪表端庄(1分)
六.评委对每组前3名选手演讲后一次性亮分，第四名选手开始即时亮分。计分规则：去掉一个最高分、一个最低分后计算平均分。
七.演讲总决赛限时小学组5分钟、中学组6分钟，每超15秒扣分，不足15秒的按15秒计算扣分。
八.每个组设演讲一等奖2名、二等奖3名、三等奖若干名，另设优秀演讲稿奖(优秀稿件奖在赛后由评委根据稿件质量评出)。每位选手限报一位指导老师。对获得一等奖选手的指导老师，另行颁发证书。
九.每个县(市、区)组织一个队(直属学校由市教育局关工委直接组织选拔两人参加中学组比赛)，每队由选手及1名领队和1-4名指导老师组成。报名表最迟于7月1日前发送至南通市教育局关工委邮箱( ntjyjggw@ )。比赛在7月中旬进行，具体时间地点另行通知。
十.本次比赛由县(市、区)教育局关工委牵头，基础教育、语言文字、德育、政策法规等部门协助。赛后选送最优秀选手赴省参加比赛。
